I purchased a home on the Fox River and I wanted to put a deck up. I found out part of my yard was in the FEMA flood zone. I contacted the IDNR to find out what my options were. The person with the IDNR informed me that she looked at a topography map and stated that my property was above FEMA flood zone, and that I needed to contact a land surveyor and have a FEMA land elevation performed.

I contacted Heritage Land Surveyors and spoke with Sue and told her exactly what I was trying to do, as well as forward the email from the IDNR what needed to be completed. IDNR also offered to help in anyway if this surveyor was not familiar with the forms required. Sue then sent me a proposal for $1,100.00. I signed it and paid the deposit.

A month later I get an email sent to me and said it was completed and I paid the remaining balance. I received in the mail and the plat and survey with the topography report and a generic elevation report not the LOMA as required and implied.

I shared the documents with Marilyn Succo with the Illinois Department of Natural Resources and she informed me that these documents are not the correct documents, that these are not the LOMA forms. I contacted Sue at Heritage and informed her this is not what We discussed and she didn't do what I requested and what the email provided from the IDNR instructed that needed to be completed.

I Then received another quote for $650 for them to sign the LOMA form in which I completed with the help from the IDNR. I called to complain to MARK which he stated he would follow up. He never called me back and Sue sent me a revised estimate for $550.00 for his signature. I plan on filing a complaint with the Illinois Department of Professional Regulation
and the Illinois Attorney General.
