My attempt at registering a 1958 home made sailboat with a 2 hp outboard failed because the according to the Mass Environmental police registration officer, the previous owner did not save his receipts from Home Depot proving he had paid sales tax on the materials used to make the boat. I shuttered to think how they would respond if I told them he used reclaimed lumber. So basically the boat is unregistrable even though I had paid the sales tax, and the boat was made prior to the existence of a Mass sales tax.

Now trying to renew my other boat registrations and find that their on-line renewal system has been down for months, and yet they raised registration fees 10%...I'm not sure where the 10% is going, but if I had to guess it would be in developing inane and unsupported regulations to thwart people from registering their vessels!
