Outside my apartment they are doing "work" on a sewage pipe in our parking area. They dug a massive hole (now we all have to park on the busy beach road) that they have left for 3 days now with a massive machine pumping poop and pee water directly onto the street and it's pooling to the height of our feet. It's disgusting that they're not pumping it directly into a sewage drain just onto the road where kids play and people exist and walk their dogs. Everytime we see workers come to the site they are there for 30mins to an hour at the most for No progress being made while our neighborhood is being filled with our own sewage. We also have to constantly call these people to get anyone to even look at the site. Gross gross gross. I'm so disappointed that this is the kind of work you can expect from the city of Norfolk.

A prime example of why taxes are a scam. These people do not care about you and no sense of urgency exists. Their customer service is ghetto and will hang up on you the second you press about why it takes three days to have your water turned on AFTER THE DATE YOU SECHEDULED IN YOUR ACTIVATION REQUEST. "24-48 hours to establish an account." Why? "That's just our system." Well, your system is dumb and there's no excuse to make families go up to three days with no water at their residence. Buffoonery at its finest. Welcome to Norfolk, I guess, but we partially knew what we were signing up for.

If I could give lower than one star I would. They have stolen money from me, I have been disrespected, talked over, and talked down to. They have been ignoring me for months now because they refuse to admit they're wrong and return my money. I was charged for a place I had not lived in for over two years now. I have shown countless proof of this and even contacted the previous landlord who confirmed they call and told Norfolk utilities that I in fact did not live there for the time they were charging me. No matter, they still took my money and will not return it. If you can live anywhere that isn't Norfolk, please do so so you never have to deal with this rotten company.

Update:
I'm updating my previous review because I work with Norfolk utilities off and on through my work as a real estate attorney. It seems like they've made a genuine effort to improve their service, and my last few interactions with their staff have been excellent.

Previous review:
I had my electricity and internet accounts up in running within 24 hours of moving in, but two months later and no account set up, and they shut off our water with no notice. Norfolk utilities are government bureaucracy at its worst.

My house is low point in Five Points area. Any sewer blockage causes raw sewage flowing on my lawn and sidewalk. My house reeks of it. I used to just call utilities department and they would quickly dispatch a crew.. today 3 hours have passed and flow it worse. When I called a second time to say it was getting worse

Ok, yesterday I said, if those guys will turn the water for me tomorrow, I’ll leave a positive review! Holy dolly, it happened😂 I moved to Norfolk and needed to create my utility account, I did it Thursday morning, they said to email photo of ID, I did, no answers or confirmation, I checked reviews and I was shocked, so many negative reviewers, but I understand that usually positive opinions are not shared, only if you have an issue, so Friday morning I called about 8 am and said I need water, give me any update on my account, the lady said she scheduled me for today, wait for your guy from now to 3:30pm. I swear, after all of those reviews I was afraid I ain’t get any water by Monday, but guy showed up about 1pm. I hope company changed their philosophy and everybody experience the same fast service I did! Good luck guys!

I recently purchased a house. After moving in I discovered the house had low water pressure. I sent an email from a link on the utilities website and was contacted a couple days later that a mechanic would be out to test my pressure. Total process took about 5 days and I only had to send one email. No need for any back and fourth communication and I didn’t even need to be home. Everything was done outside and a note was left on my door.

Moved into my new place 5 days ago and still no water. Got a run around from hell before they told me my water will be on Tuesday. Here it is Wednesday 1:43 am and still no water. Tried calling to get some answers but no one seems to have any and been home all day like they suggested. Today is a holiday and they will be closed. I guess I have to pray my water is turned on Thursday. I am beyond frustrated. Norfolk Department of Utilities suck.
