The website used to pay bills is not only archaic but extremely unreliable and very difficult to use. The network/website manager is overpaid for what they are making available to their customers to pay their bills. I guess this is the price the Oxnard public has to accept given this utility company monopoly. I also agree with the other comments about the call-in wait time. I had to wait so long (after an hour) when the rep connected I forgot what the hell I was calling for! I wish there was a competitive company that would give this company a wake up call to let them know they need to get into the current century!

Everyone is nice WHEN the phone is answered. Trying to get service turned off. Called Friday, said they were closed. Today, no answer, too busy. So I'm driving there. Crazy.
Part 2- got here, guess what, they're closed. The 4 times o called this morning, no mention of that fact and online, it says they're open. WTF.

I have been calling them for 2 weeks with no answer except an automated “We’re experiencing a high call volume...yadda, yadda, yadda.” So today, after making greater than 30 attempts to call them, I drove to their office to find them closed! Apparently, they close on every other Friday. Do they bother to tell you this on their automated message? Of course not. They actually tell you to call back! Like you’re supposed to magically know when they aren’t busy or are open!

And all of this is because the morons somehow managed to start two separate water accounts for the exact same apartment with the exact same dates, with different names, mine and someone I don’t know. Interestingly, although it’s the same apartment the meter readings and billing amounts are very different for this same apartment. Either they don’t know what they are doing or they are purposely committing fraud or both.

Inefficient driver doing the pickup at my street, if stolen or someone switching your bin then there's no solution if it is the big yard/recycle/waste bin. Josh Gragas (can't remember the correct spelling on his last name) needs to be retrained because he's unethical & unprofessional. The public servant came to my property with an attitude, rude, too busy on the phone to talk to me, inconsiderate to comprehend the full situation but easily ready to threaten me that I'm supposedly going to pay more for no reason.

Terrible service! No one answers the phones. Called for three hours to find Where my technician was. Finally someone answers and says okay I’ll call technician they will be there in half hour. technician never showed up. Tried calling back no one answers the phones. Why am I paying for such bad service? If I could give them a zero I would.
